DOT Engineers

The general promotional policy of any organization will be more helpful for internal qualified ,experienced officials and more competitive for new incumbants , but in the case of our organization it is in reverse and more over it is an instrument to exclude the existing talented , qualified and experienced. Around 2000Nos of Engineering Graduates were recruited as JTOs against the years of recruitment 1989,1991, 1992, 1993 in the earst while DOT and acquired more than 12 years of service . Theses officers have obtained Engineering Degrees/ PGs from various Universities / Prestigious institutions and have got rich experience. Due to the Old recruitment rules these were treated to continue in the general pool during the DOT setup. If DOT setup is continued, most of these officers would have become ITS . During the transition period from Govt setup to Corporate setup, these officers lost their most valuable 5 years service . And after that for framing the RR’s, administration vested most valuable young age (9 years) of these officers .This entire process has crushed the promotional growth of these officers. Now we are raising our voice, because as there are so many lateral entries proposed in telecom operational and Accounts side by these RR’s ,by ignoring , insulting, and de-motivating the qualified and experienced manpower available , otherwise we have no malfied intension to mention about Engineering graduates of DOT recruitment. These Engineering Graduates were not given weightage neither in the Seniority-Cum fitness pool nor in the External/Internal recruitment through competitive Exam even though they were possess all the perquisites as MTs. Consequent on delay in framing GR A RRs, no executive has benefited either at this moment or in the coming future , which will de-motivate,/demoralize the executives who has played vital role in building the Organization. All the vacancies belonging to the DOT period for which making only few of executives is not appropriate. It is clearly evident there is no parallel recruitment in Corporate entities with same qualifications for different cadres. Its also clearly evident that Promotional avenues were created for JTO Electrical/ Civil executives based on qualifications where as for JTO cadre is reverse manner. How two types of justice in same Organization? Keeping in view, the above disparities/omissions/lapses , the following points may be considered to provide more job satisfaction, to strengthen the organization and to avoid legal complications.1. Providing Weightage in Seniority-cum-fitness pool for the Engineering graduates recruited in DOT.2. Barring External MT recruitment for 5 occasions to give benefit for internal Engineering senior officers (who were rich experienced know about the telecom sector and not inferior to any outsider with same age and qualification)3. Providing age relaxation and other relaxations like Scale reaching (who crosses the E3 not eligible as per RR’s) for DOT recruited Engg Grads for internal Competitive.4. Pay protection for the officers after getting selected as MT for the officers who crossed the E3 scale (as internal quota candidates in the case of JTO internal recruited )5. Providing 2/4 months management training (from IIM or other management institutions) for the available Engineering Graduates keeping in view of 15 years technical service rendered in earst while DOT and BSNL. Instead training to learn by sitting in the class room for one year, minimizes the wastage of money and man power of the organization.
